How does the employer register an employee for Social Security?

We have a EU National who has applied for residence permit. There is no social security number and will be assigned once the permit is received.
Can the employer apply for social security number ? (If not how does payroll processing work with the AHV number)
With regards to the health card, can it only be issued once a social security number is received or employee can do the heath insurance application independent of a permit and social security number?

I have not done it since a while, but in the past we just applied for it online (canton ZH). We had an account as the employer. Before we had online account, we did the paperwork. I just checked for canton ZH: https://svazurich.ch/unsere-produkte/ahv/beitraege/ahv-konto/ahv-nummer.html
